Orange County Superior Court Community Court Needs Assessment
Client: Orange County Superior Court
Location: Orange County, California
Project: The Orange County Superior Court hired the Center for Court Innovation to assist its planning team in conducting a needs assessment and creating a concept paper for a community court in Santa Ana, California. The needs assessment process included:

  • forming an advisory committee;
  • interviewing stakeholders;
  • conducting focus groups;
  • hosting a “town hall”-style meeting (in Spanish) with Hispanic residents of Santa Ana;
  • collecting and analyzing relevant data; and
  • conducting site visits to local service providers.

    The Santa Ana Community Court is scheduled to open in 2008.

    East of the River Community Court Project
    Client: Superior Court of the District of Columbia
    Location: Washington, DC
    Project: The Center for Court Innovation was engaged by the Superior Court of the District of Columbia to assist the East of the River Community Court in documenting the priority problems of the neighborhood served by the court, identifying ways to improve the coordination of social and community service sanctions for defendants and increase the level of community engagement. With guidance from the Center, court staff collected, organized and summarized available data, conducted focus groups and stakeholder interviews, attended community meetings, and contributed to the writing of a final report. The final report summarizes key findings and outlines further steps for future implementation.

    North Liverpool Community Justice Centre

    Location: Liverpool, England
    Project: In April 2003, the Center for Court Innovation was engaged to assist the British Government in developing a pilot Community Justice Centre for England and Wales. The Center provided support to a planning team of officials from several Government Departments—including the Home Office, the Department of Constitutional Affairs, and the Crown Prosecution Service—on such topics as needs assessment, program planning, community engagement, and site selection. As part of the contract, Center staff:

  • led trainings for government officials in London on how to conduct a community needs assessment and build community support;
  • led sessions in London focusing on program design and anticipated operational challenges;
  • designed and led workshops in New York for project planners;
  • made the Center’s expertise and sample documents available to the government planning team as needed; and
  • helped the client build internal and external support for the project.
  • The Liverpool Community Justice Centre opened on December 9, 2004.

    Collingwood Neighborhood Justice Center
    Client: Victoria Department of Justice
    Location: Melbourne, Victoria, Australia
    Project: The Center assisted the Victoria Department of Justice in promoting a discussion among local stakeholders about the possibility of creating a community court in Victoria to provide greater attention to low-level crime, coordination of services, and a multi-jurisdictional approach to delivering justice. Following a week-long series of presentations and workshops conducted by Center staff in Melbourne, the Victoria Attorney General announced plans for Australia’s first community court (called a “Neighbourhood Justice Center”), which opened in March 2007.

    As a follow-up project, the Center’s Research Team is currently advising the planners for the Neighbourhood Justice Centre on the design of an evaluation plan.

    Vancouver Community Court Project
    Client: Ministry of Attorney General of British Columbia, on behalf of the Vancouver Street Crime Working Group
    Location: Vancouver, British Columbia, Canada
    Project: The Center assisted Vancouver’s Street Crime Working Group in conducting a needs assessment to better understand street crime and disorderly behavior in downtown Vancouver. Among the Working Group’s recommendations was a community court for downtown Vancouver and, as a follow up project, the Center assisted the B.C. Ministry of Attorney General by hosting workshops in New York in 2006 on program design and overcoming anticipated operational challenges for project planners and the implementation team. The community court project in Vancouver is scheduled to open in mid 2008.

    New Orleans Municipal Court Needs Assessment
    Location: New Orleans, Louisiana
    Project: The Baptist Community Ministries, on behalf of City of New Orleans Municipal Court, hired the Center for Court Innovation to assist in conducting a formal community needs assessment as the first part of a two-phase community court implementation strategy in New Orleans, Louisiana. Building upon a series of recommendations made by Vera, the Center is exploring the possibility of implementing a community court strategy in municipal court that increases the use of alternative sanctions like community service and enhances compliance monitoring while providing greater access to treatment and social services. The needs assessment process includes:

    • forming an advisory committee;
    • interviewing stakeholders;
    • holding community forums;
    • conducting focus groups; and
    • and analyzing relevant data.

    San Francisco Community Justice Center
    Location: San Francisco, California
    Project: The Center was engaged by the City of San Francisco to assist local planners in conducting a formal assessment of community needs that homes in on the community's primary safety issues. During an initial site visit, Center staff met with planners to craft an engagement plan that included stakeholder interviews, focus groups, community forums, a community survey, an inventory of community resources, and an intensive planning workshop. After the initial site visit, Center staff worked with the planning team to carry out the community engagement plan and use the results of the needs assessment process to inform the planning of the community justice center project.
